These lecturers cost about $400 a month and it is

proposed to montime this mode of propaganda for the preset. 3. The Daily Bulletin.

Efforts were made, as the Chamber of Commerce is aware,

to get some contrel, or footing in the vernacular press. After considering many schemes the Committee finally determined to issue a paper to subscribers called the Daily Bulletin. The subscription was 820 a month,, and through the intermediary of the Chamber of Commerce some 130 subscribers were obtained.

During the first few weeks of its existenɑs the Committee consider that the Bulletin justified itself by its newI alone, but of course it was not the real intention of the Committes to supply European subscribers with news, but to obtain

a footing in the Chinese press.

A translation bureau was established and was in working order on November 1st. The Bulletin was responsible for the reproduction of the Armistice terms in full, translated into Chinese in such a way that no one could misunderstand their import into 32 Chinese newspapers. In no case was the translation of the armistice terme delayed beyond the 20th. November. This alone would in the opinion of the Committee have justified the exist- -ence of the Bulletin and the small sacrifice of $20 a month, which members of the Chamber have been patriotic enough to make.

Apart from this the Bavarian revelations were printed

in some 30 Chinese papers, and a printed copy in Inglish was smt to all Germans in South China, whose addresses had been supplied by the late German Consul-General at Canton. The Daily Bulletin is now in touch with about 67 Chinese newspapers to which a translated œpy is sent daily, and the Committee are most anxious to tighten the grip which they have now got on the Chinese press.

4. General Propaganda.

▲ Cinema tour was undertaken, but owing to floods and anarchy in Kwongtung, was not very successful. The Committee has on behalf of the Shanghai Committee with when they have worked in the closest co-operation, despatched regularly through the
